Incorrect Title of Dialog Popup When Moving an Image in Course

      Needs to be tested in all supported browsers:

      1. As an admin, enter a course and turn on editing.
      2. Drag and drop any image file from your computer to the course page.
      3. Select ‘Add image to course page’ radio button and Upload.
      4. Once the image is uploaded, refresh the page.
      5. Click Move icon next to image.
      6. Verify that when moving the image the dialog title is "Move empty item"
      7. Click move icon next to a different item.
      8. Verify the title is correct.

      Attempting to move an image on the course page results in a dialog popup with an incorrect title. See attached screenshot.

      Steps to reproduce:

      1. As an admin, enter a course and turn on editing.
      2. Drag and drop any image file from your computer to the course page.
      3. Select ‘Add image to course page’ radio button and Upload.
      4. Once the image is uploaded, refresh the page.
      5. Click Move icon next to image.

      Expected result: Dialog name should read as ‘Move <Label name>’ or 'Move Label'

      Actual result: Dialog name appears to display the options from the Edit menu.
