Help modal is not always on top

      Description

      Steps to re-create:
      1. Create a plugin that has a help button within a modal window that is destroyed on close (or use the helptest one supplied).
      2. In a browser, load the modal.
      3. Click on the help button (the help text should now be displayed correctly).
      4. Close the modal.
      5. Load the modal again.
      6. Click on the help button.

      After step 6, the help modal is displayed under the parent modal (but otherwise works as expected). The reason for this is that the help modal is hidden as opposed to destroyed, and when you create a new modal window, the new modal appears further down in the DOM.

      While the example plugin provided should probably use show and hide (as opposed to destroy and recreate), this doesn't help the case where the same page could trigger different modals (and swapping content may not be practical)
