Private files space setting should use MB not Bytes

      Before applying the patch

      1. Log in as admin
      2. Go to Site administration > Administration > Security > Site security settings
      3. Set the "User quota" to 2048 and click on the "save changes" button

      After applying the patch

      1. Log in as admin
      2. Go to Site administration > Site security settings
      3. Verify that "user quota" is set to 2KB
      4. Change user quota to 2048MB and save the change
      5. Verify that "user quota" is set to 2GB

      Description

      Currently, User Quota in Site Policies is defined in number of Bytes. And by default, 104857600 bytes. (100MB).

      The average user would understand this better if it were set as Megabytes. Plus it makes it a bit more less scary to change...

      Bytes isn't used anywhere else (as far as I can see) either.
