SCORM is not logging tracking data

    Description

      While testing MDLQA-88 for MDL-35870

      As student while opening SCORM activity in new window, browser pop-up shows up with following message:

      Unable to find SCORM API. Session will not be logged.

      And no attempts were populated for students.

      FYI: Works fine when activity is displayed in current window.
