This seems to be the same issue as MDL-32614

I've created a Sitewide External Tool Type. I created an instance of LTI inside of a course with the Sitewide External Tool Type selected. When I do a Backup and Restore or an Import the External Tool Type setting is lost and reset to "Automatic". All other settings except for Consumer Key and Secret are copied correctly. I know Key and Secret aren't supposed to work.
