      TEST 1

      1. Run testcase tool_monitor_eventobservers_testcase

      TEST 2

      1. Create a new course.
      2. Goto reports>event monitor>manage rules and create a few rules
      3. Goto reports>event monitor>manage subscriptions page and create subsriptions
      4. Delete the course
      5. Go to your database and make sure these created rules and subscriptions are deleted. (table tool_monitor_rules/subscriptions)
