Logging system level role permission changes uses incorrect URL

      1. Go to Site administration / ► Users / ► Permissions / ► Define roles and edit manager role, just click save
      2. Go to reports>logs>get logs
      3. Click on the latest log "Role capabilities updated"
      4. Make sure no error is noticed in the popup and it displays the manager role.

      After changing a system level (context=1) role capability and looking at the system log report (My home / ► Site administration / ► Reports / ► Logs) I can see:

      4 Jun, 16:27	Admin User	-	System	System	Role capabilities updated	The user with id '2' updated the capabilities for the role with id '3'.	web	127.0.0.1

      Clicking the link "Role capabilities updated", a popup window is opened with an error message: "Cannot override base role capabilities More information about this error" (where the link is: "http://MY-MOODLE/admin/roles/override.php?contextid=1&roleid=5")

      It seems, "admin/roles/override.php" does not know how to handle "contextid=1". It works fine with all other contexts.
