Reopen assignment submissions when using offline grading worksheet

      1. Create an assignment with the Offline grading worksheet enabled and Attempts reopened set to 'Automatically until pass'
      2. Set the grade to pass in the gradebook at 50.00
      3. As a student, submit to the assignment
      4. Download a copy of the grading worksheet
      5. Give the student a score of 45
      6. Upload the grading worksheet and save changes
      7. Ensure the students submission is automatically reopened

      Also, replay MDL-44149 testing steps to verify it continues working ok.

      Description

      MDL-44149 introduced a reopen_submission_if_required function that resolved an issue with assignment submissions not automatically reopening when using quick grading.

      The offline grading worksheet still does not automatically reopen submissions.
