Cover stats_cron_weekly() and stats_cron_monthly() with unittests

      those functions introduced in MDL-41284 which testing instructions said "run unittests"
      Apparently methods stats_cron_weekly() and stats_cron_monthly() are not covered by unittests and we had a regression MDL-46545 that they actually fail.
