Cache of loginhttps before site is even setup

      1. setting up fresh install over older db on machine
      2. db has loginhttps set to 1
      3. at some point Moodle caches loginhttps setting so when you change it you still can't access the instance if you don't have https on your local machine
      4. only way out is to find the cache in moodledate/cache/cachestore_file/default_application/core_config and delete everything there
