Behat backup step fails to find the right 'Backup' link

Steps to reproduce:

1. Create a new report plugin called 'Backup options'. (We have such a thing at the OU.)
2. Try to run any behat script that does a backup.

Expected result: It still works.

Actual result: Because of MDL-44584 it finds the 'Backup options' link first, and then dies with the error "Element is not currently visible and so may not be interacted with"
