And the state of X question is shown as Y behat step does not work with all qtypes

      I think running all the standard question Behat tests, and verifying that they still pass, is sufficient, and the CI servers should do that for us.

      (The OU question type which I could not Behat test without this change is not easy to install - it needs to connect to another Java server - so I don't think you can test that, but I can confirm that this fix works for me.)
