Steps to reproduce:
- Go to Site administration > Courses > Restore course
- Click "Manage backup files" under "Course backup area"
- Upload any backup file.
- Click "Save changes"
- Click the "Restore" link next to the file you just uploaded.
Expected result: restore process starts.
Acutal result: Moodle says "Sorry, the requested file could not be found"
