For a SCORM activity, the popup functionality seems to depend on the "Disable preview mode" setting. Tested on Moodle 2.7.1 on Chrome 36, Firefox 21, and Internet Explorer 9 (all on Windows 7).

When "Disable preview mode" is set to "Yes", the popup does not work. When it is set to "No", the popup works.

In the Chrome js console I see a "Uncaught type error: cannot read property 'get' of null". It only shows for a split second but it seems to come from view.js line 1--I don't have enough time to catch the full location of view.js.
