Remove hard coding for MP4 Video upload as file and provide more flexibility here

Details

    Description

      At present, if you drag and drop a video clip in MP4 format, the size of the video is hard coded.

      The suggestion is that we change this behaviour, either to pick up the actual dimension of the clip, or to enable it to be set to a different default at system level.
