Eliminate mod/quiz/editlib.php

Running all the quiz PHPunit and Behat tests are a sufficient test of almost all of this. It is just a code clean-up, not a functional change. Except that, when doing this, I noticed something that was wrong and so fixed it: You need a course with at least one question in the question bank. Add a new quiz. Go to the Edit quiz page. Choose Add -> from the question bank. In the pop-up, verify that the Question column shows both he question name in bold, and the start of the question text. Click the column headings to try sorting on different combinations of columns.
