Discussion subscriptions visible (and broken) to guests

      1. Create a course. During course creation, ensure that guest access is enabled.
      2. Enable editing on the course page add a forum.
      3. Add a new discussion topic to the forum. Note the envelope icon that allows subscription to the discussion.
      4. View the newly created discussion and also observe that the subscription icon appears next to the discussion topic.
      5. Log out and view the forum as a guest.
      6. Observe that next to the 'Last post' entry in the discussion table, there is no envelope icon allowing the user to subscribe to the discussion.
      7. View the discussion that was created. Observe that there is no envelope icon next to the discussion title that allows the user to subscribe to the discussion.
      8. Create a forum on the front page and ensure that a person who is not logged in is unable to subscribe to the discussion as per the tests above. Front page forums are guest-readable by default, so there's no need to change the forum settings for it.
