[MDL-47276] Quiz overdue handling should default to auto-submit - Moodle Tracker

Testing Instructions:
1. Go to admin > Plugins > Activity modules > Quiz ( > General settings if necessary)
2. Find the When time expires setting, and verify the default is shown as Default: Open attempts are submitted automatically
