Edit quiz page should not reload so often

Because of some of the complexities, such as what happens when you removed the last question from a particular page, so all the page numbers have to change, the Edit quiz page from MDL-43089 often triggers a full page reload after certain actions which should be done using Ajax. We need to sort that out.
