Link to users blog displayed even if blogging disabled

      1. Select course with enrolled students.
      2. Select Current course -> Participants.
      3. Select User details from User list
      4a. If Site administration -> Advanced features -> Enable blogs -> Yes (Default)
      4a1 If "Blog visibility" is "User can only see their own blogs"
      Blog link will be available only for logged user.
      4a2 Else
      Blog link will be available to user's blogs.
      4b. If Site administration -> Advanced features -> Enable blogs -> No
      Blog link will not appear.

      Show

      Disable blogs sitewide

      In any course with enrolled users, select 'Current course > Participants' then select 'User details' from the 'User list' dropdown menu.

      In the subsequent user listing, a link to each users blog is displayed even if blogging is disabled site-wide.

      Clicking on the link brings you to a page informing you of this; "Blogging is disabled!" (plus the stacktrace from MDL-43218)
