Section 'General' in navigation block

      1. Create a new course using the topic format.
      2. Check in the navigation block under the course that the "General" section is a branch.
      3. Move the news forum out of the general section and into another section.
      4. Refresh the page if you did it by DND.
      5. Check in the navigation block that the general section is no longer shown there.
      6. Repeat that using the weeks course format.

    Description

      If the 'General' section (section 0) is empty and news forum is disabled or deleted the section is not visible for users. In navigation block this section link is always visible. That is confusing for user expecting content in this area.
      Actually its only possible to hide the General navigation link by editing the standard lable field in section '0'.

      The 'general' navigation link should be invisible if no content is in section '0'.
