Testing Instructions:
1. Create a new rule.
2. Go to Manage rules.
3. Stop the mouse pointer over the icons and make sure the alt description is correct.
4. Run behat tests @tool_monitor

Description

The delete, edit and copy icons don't have an alt message, this is necessary to behat tests.
