Check issues with left/right when all blocks docked

      Needs to be tested with:

      1. Language directions:
        1. RTL; and
        2. LTR
      2. Themes:
        1. Clean;
        2. Another bootstrapbase;
        3. Standard; and
        4. Another standard-based theme
      1. Create a course with many gradebook items (I use a Medium test course)
      2. View the gradebook
        • Confirm that the list of user names is visible
      3. Move horizontally along the gradebook so that the floating header appears
        • Confirm that the list of user names is always hard against the screen edge
      4. Dock some blocks, leaving at least one undocked
      5. Move to the left (or right in RTL) edge of the page
        • Confirm that the list of user names is entirely visible
      6. Scroll to the side again
        • Confirm that the list of user names is entirely visible
        • Confirm that the list of user names has some padding for the dock
      7. Dock any remaining blocks
      8. Move to the left (or right in RTL) edge of the page
        • Confirm that the list of user names is entirely visible
      9. Scroll to the side again
        • Confirm that the list of user names is entirely visible
        • Confirm that the list of user names has some padding for the dock

      Description

      As highlighted by Mary Evans, when all blocks are docked, the user menu can disappear behind them.

      Mary's patch means that the table headers are shown correctly, but the floating headers are still hidden.
