Allow access to overview report for users who can view all grades

    Description

      The target of this issue is to allow the access to Overview report for users who can see the grades of others users.

      In our situation, we have people who manage grades on behalf the teacher, so we've created a role in Moodle that have the capability to see all grades and users having this role are available to access the Overview report of students enrolled only in courses that he is enrolled with this role.

      For example the role Manager could have access to Overview report with this patch.
