Language pack event document block missing @since tag and single view report missing language string.

      1. Go to the event list report [Site administration ► Reports ► Events list].
      2. Click on the since header to sort by that column.
      3. Make sure that all events have a since number.
      4. Also check that all events since 2.8 are not missing strings.

      Description

      The events for the Laguage pack being manipulated are missing the document block @since tag. This is used for providing information in the Event list report.

      The description for the single view grade report event is also missing.
