Create link between rules page and subscription page

      1. Log in as an admin.
      2. Go to My profile settings ► Event monitoring.
      3. Check that the "You can manage rules from Event monitoring rules page." link is shown.
      4. Click the link.
      5. You should be taken to "Site administration ► Reports ► Event monitoring rules".
      6. Check that the "You can subscribe to rules from the Event monitoring page." link is shown
      7. Click the link.
      8. You should be taken back to "My profile settings ► Event monitoring"
      9. Select a course in the "Select a course" dropdown.
      10. Click the "You can manage rules from Event monitoring rules page." link.
      11. You should be taken to your courses rules page. The breadcrumbs should be something like: "Courses ► Miscellaneous ► Course123 ► Reports ► Event monitoring rules"
      12. Click the "You can manage rules from Event monitoring rules page." link.
      13. You should be taken back to "My profile settings ► Event monitoring" and the course should still be selected.
      14. Log in as a student
      15. Go to My profile settings ► Event monitoring.
      16. Check that the "You can manage rules from Event monitoring rules page." link is not shown.

You should be taken to "Site administration ► Reports ► Event monitoring rules" . Check that the "You can subscribe to rules from the Event monitoring page." link is shown Click the link. You should be taken back to "My profile settings ► Event monitoring" Select a course in the "Select a course" dropdown. Click the "You can manage rules from Event monitoring rules page." link. You should be taken to your courses rules page.       Description

      The navigation structure is confusing. Even just a plain link under the rules table table to get to your notification settings would be useful and vice versa. Needs something because each are useless without the other and its not clear.
