No options listed in the select box if there are no items to subscribe to

      All phpunit and behat tests should pass (if you don't want to wait for the whole behat suite run --tags @tool_monitor)

      You need a site with, at least, 1 rule where the plugin is an activity and another rule where the plugin is not an activity.

      • As a teacher, go to the page where you can subscribe to rules (admin/tool/monitor/index.php)
      • Under Rules you can subscribe to the rule with a module as a plugin row SHOULD display a drop down menu on the right column
      • The rule with another plugin (!module) SHOULD display a + icon link
      • Ensure you can subscribe and later unsubscribe to both rules

      Description

      Dan's comments from MDL-45758.

      1. As seen in screenshot, it doesn't apply to a core event like comment created and you get an empty select box. Which is also crazy, because I would love to know when a comment is created in a specific module. But I can't.
