Event monitor: Rules are not sorted

      1. Create few rules in site and course context, using different names.
      2. Go to rule manager page and make sure it's ordering rules by course ID descending and rule name ascending.
      3. Visit the subscription page and make sure the course dropdown is ordering by course visibility descending and course ordering ascending.
      4. Make sure your current subscriptions is ordering by: course ID ascending and rule name

      Run behat with --tags @tool_monitor

      Can we have some understandable sort order of rules?

      I suggest: by context (first system, then course) and then by rule name (and then by id).
