A site manager cannot create or edit system rules

      All behat @tool_monitor tests should pass

      • As an admin, enable the event monitor tool if MDL-47922 is integrated (it disables the tool by default)
      • Create a user or assign an existing user as a manager at system level
      • Log in as that manager user
      • Go to 'site administration' -> reports -> event monitoring rules
      • You SHOULD NOT see any accessdenied error
      • Go to 'my profile settings' -> Event monitoring
      • You SHOULD NOT see any accessdenied error

    Description

      People would probably expect a manager assigned to a system role to be able to add new system rules from Site administration>Reports>Event monitoring rules but they do not see this link and when accessing it directly they get an access denied error.
      When attempting to edit a system rule from within a course they also get an access denied error.
