Add a behat step to make sure a node in navigation is not present

This would be useful in following cases:-

1. Something is disabled, like webservices, event monitor etc. And we need to verify the node is not present as well
2. To test users without a particular permission are not shown specific nodes

Step could be:-

I should not see "xyz" node in "Site administration > reports"
