Allow teacher/managers allowed to enrol individuals from category cohorts OR from site user list

At the moment, it is not possible for a teacher to enrol individuals from a specific cohort, they must select them from the site user list which is controlled by a single capability; enrol/manual:enrol.

Would it be possible to control the manual enrolment options of Browse user and Browse cohorts with additional capabilities and then a teacher could be allowed to either enrol from all users or from a category cohort.

Scenario 1 - in a uni, a lecturer wants to enrol specific individuals from a list of faculty students - this is to reduce mistakes in enrolment if there are students with the same name and the fact that they do not need to see users outside this list.

Scenario 2 - a training company wants to allow it's clients to be allowed to enrol individuals from their company into courses without seeing employees from other clients.
