      Description

      Originally I wanted to separate the command icons and the editing items in the docked blocks header. However, changes have been made since I created this tracker issue. So rather than create a new one I have decided to fix the way this is styled rather than mess with JS that I have not idea how to change.

      When docked the block-action icons appear beneath the docked block title, which is in itself looks like a regression as they never looked like that in the earlier versions of Moodle. It must have been in 2.5 or 2.6 that the problem started because of the changes in the dock to accommodate BootstrapBase.
