As of ~~MDL-48374~~ it is possible to check a page has or has not redirected.
The tests in course/tests/behat/course_category_management_listing.feature have comments to reflect an expected redirect or AJAX refresh.

We should upgrade the tests after ~~MDL-48374~~ after it has landed to properly test in that behat feature.
