Noticed while testing MDL-46116 on the package attached to this issue. When there are too many elements in the table of contents and the screen size is not big, there is no way to scroll to the bottom of the toc and access items there and/or the navigation buttons.

If "Performance info" debugging is enabled: the size of the ims-cp view window does not change when the browser window is resized. This is low priority though as it can never happen on production sites
