Changes of grademax or grademin of manual grade Items aren't updated for existing grades.
A change is correctly written in table grade_items, but if there are dependent entries in the table grade_grades these entries would not be updated. The grading user report lists therefore wrong grades. It's very likely a simiiar bug as in MDL-48239
