Messaging contacts paging bar goes too wide

      1. Run behat with the tag @core_message and ensure it still passes.
      2. Create a test course with 1000 users (size M should be enough).

      On Base and Clean, as a user enrolled in your test course:

      1. Go to your messages, and switch your contact list to be for the test course you created.
      2. Observe that the paging bar no longer breaks out of the confines of the contact list.
      3. Play around with resizing the window and make sure it doesn't break out.

      The paging bar on the messaging screen does not work after a few hundred users and in a course of 1000 is ruins the page

      Steps to reproduce:

      1. As admin
      2. Go to Site administration ▶ Development ▶ Make test course
      3. Create an 'M' sized course
      4. Go to your generated course and enrol yourself to it
      5. Go to My Profile > Messaging
      6. From the messaging navigation dropdown select your generated course

      Expected result:
      The page is not ruined by the paging bar

      Actual result:
      The paging bar escapes the left column and goes on top of the right column (see attached screenshot)
