Assignment shouldn't offer to export someone elses files to portfolio

      In all other modules the portfolio API only offers to export personal items (i.e. students own forum post, or glossary entry) and it does not allow to export other peoples content.

      In the assignment module, it seems that teachers are allowed to export their students content - I don't think that is expected (and it produces confusing behaviour - like the export buttons on the quick grading screen - which don't work)
