Can't see/edit block when all region's blocks are hidden

      Add a new visible block to the right region and you'll be able to see and edit invisible block

      To reproduce:

      1. have a course with at least one block on the right region
      2. Turn on Edition Mode and hide all the blocks in the right region

      Actual behavior:
      Right region div disapear even if you're still on edition mode.

      Expected behavior:
      You're suppose to see dimmed blocks.
