    Description

With an assignment using Marking Workflow, if you add in feedback to an unreleased grade the feedback will still go straight to the gradebook.

I can login as the student, and although it says I have not been graded in the user report I can see the feedback.

Feedback shouldn't be released until the grade has I believe.

Tested and affects all version up from 2.7.
