New grade item import with blank or '-' entires behave incorrectly

      1. Go into a course with students and download the gradebook in Excel format
      2. Open the file in excel
      3. Add a column, give them headings "Item 1"
      4. Give the students grades, make sure at least one student have a empty grade, and one has only a grade of - (dash)
      5. Save the file as a CSV
      6. Import the CVS file into the course gradebook
      7. Set both Map from and Map to to "Email address"
      8. Next to "Item 1" select New grade item
      9. Click upload grades
      10. Confirm in the gradebook that Item 1 has been created an populated with appropriate grades. Ensure that blank and - grades show as not have any grade

      Description

      If you import with CVS or spreadsheet, and add a new grade item, blank entries are incorrectly counted as 0.0 grades, while '-' entires cause an Undefined variable error. Both cases should be 'no grade'.
