Set default for "Require activity description" to NO

      1. Create a new Moodle install
      2. Verify that the 'Require activity description' admin setting for each activity module that has one, has been set to 0 by default.

      or

      1. Just check the settings in your current Moodle install, and verify that the default is shown as being 0 beside each one.

      The activities with this setting are: book, folder, imscp, lesson, page, resource, url. (However, if you are being an assiduous tester, you won't trust me on that, you will check that I have not missed one.)

      Modules with description fields such as Book, Folder, Page, File etc have this description set to be required by default in Site admin>Plugins>Activity modules>(Name of module)

      Many Moodlers are not aware that this description requirement can be turned off from the above location, and complain on the Moodle Community forums about having to add a description.

      Perhaps it would be useful to make the default for Require activity description to NO?
