Single Activity format with force-download file is counter-intuitive for users

    Description

      To reproduce...
      1. Create a new activity with 'single activity' format selected
      2. Select 'file' as the single activity
      3. Save the settings and go into the course. Create the file activity but under 'Appearance' select 'force download'.

      Now - whenever the course is selected the file simply downloads. This is rarely what anybody would expect. Worse, for a teacher there is no option to update the file. It is possible - by finding the category it is in and then managing the category but this won't work from their 'My Moodle' page or their default list of courses.

      As far as I can tell, there is now NO way to edit the file activity through the normal interface (which is really the bug I suppose)
