It is possible to embed a YouTube video to start at a specific time in the video, for example:
http://youtu.be/iOyLq0B-rz0?t=1m12s
Or as part of a playlist (i.e. embed the playlist but start on a specific video other than the first):
https://www.youtube.com/watch?v=dv2f_xfmbD8&index=4&list=PLxcO_MFWQBDcyn9xpbmx601YSDlDcTcr0
Or even a combination of both:
https://www.youtube.com/watch?v=dv2f_xfmbD8&index=4&list=PLxcO_MFWQBDcyn9xpbmx601YSDlDcTcr0&t=1m5s
However when adding this to the text editor (Atto or TinyMCE), the video will display but will start at the normal start time (and not include playlist controls). It doesn't seem to make any difference which theme is used or which editor.
