Ability to specify default values for Forum RSS

      1. Enable site level RSS. Set site config enablerssfeeds to Yes
      2. Enable forum RSS. Set site config forum_enablerssfeeds to Yes
      3. Enable new default settings
        1. Set forum_rsstype to Discussion or Posts
        2. Set forum_rssarticles to some number like 5
      4. Go to course and create a new forum and verify the following in the RSS section:
        1. RSS feed type matches what was selected above
        2. Number of RSS recent articles matches number selected above

      Currently there is no way to set default values for the RSS feed type and Number of RSS recent articles for forums. If you enable RSS feeds for forums you still need to remember to set proper default values for those settings before RSS feeds display for a forum.

      We will be providing a patch that will allow those settings to be set to a default value at the site level, so that new forums will automatically be created with RSS feeds working.
