      Description

MDL-43752 needs backported to Moodle 2.7 and Moodle 2.8.

This is a feature that really should've been there to begin with and is affecting a number of sites who want to use Amazon S3 repositories who can't because they have an EU repository and the current setup only allows for US repositories.
