Add env check for slashargument support (as warning only for now)

    • Testing Instructions:

      1. Go to Site administration > Server > HTTP.
      2. Disable slasharguments config.
      3. Visit Site administration > Server > Environment.
      4. Make sure you get an warning message on Other checks:
        It is recommended that the use of slash arguments is enabled. In future it will be required. For more details, see the documentation Using slash arguments.
      5. Click on the link, make sure you got redirected to the docs page of slasharguments.
      6. Install a 2.7 instance, make sure you get the warning message.
      7. Upgrade to 2.8 and make sure you get the warning message.
      8. Upgrade to master (2.9) and make sure you get the warning message.

      Description

      As a preparation for removing support for slasharguments, in 2.9 we should warn users if their server is not configured to support it.

      This issue will require making sure that installation documentation explains how to set it up for all server types.
