Site admin menu doesn't expand when tabbed to

      1. Log in to Moodle as admin and stay on the home page
      2. Click on the search box on the admin block
      3. Press shift + tab to tab back to the "Site administration" nav item
      4. Press return
        1. Confirm that the site administration nav item is loaded and opened
      5. Press Left to close the item
        1. Confirm that it closes
      6. Press right to open it again
        1. Confirm that it reopens
      7. Refresh the page
      8. Press shift + tab to tab back to the "Site administration" nav item
      9. Press Right
        1. Confirm that the site administration nav item is loaded and opened
      10. Press Left to close the item
        1. Confirm that it closes
      11. Press Enter to open it again
        1. Confirm that it reopens
      12. Refresh the page
      13. Shift tab up to the Courses node in the navigation block
      14. Press Right to open the item
        1. Confirm that the list of courses is loaded and opened
      15. Press Left to close the item
        1. Confirm that it closes

      To reproduce:

      1. Log in to Moodle and stay on the home page
      2. Click on the search box on the admin block
      3. Press shift + tab to tab back to the "Site administration" nav item
      4. Press return

      The arrow next to the menu item turns to a down arrow, but the contents aren't loaded. In addition, the ajax loading won't now happen if we go back to using the mouse.

      I would expect to be able to tab to "Site administration" and select it, and have the contents load by ajax as when clicked.

      The same behaviour is observed on Firefox 35.0.1 and Chrome 40.0.2214.111 on Windows.
