Leader Board for Badges

I saw a great feature request for a "Leader Board" style block suggestion in the moodle forums (posted by Katrina Middelburg https://moodle.org/mod/forum/discuss.php?d=254010#p1204831) that sounded interesting and I could see it being very useful for supporting courses that use "conditional activities" or project based learning as well.

Katrina describes the feature best by saying "Alternatively, it would be great to have a "Leader Board" style block, where the top badge earners are listed with their badges."

For Developers - as a solution is being designed for this feature, please keep in mind a way to protect student privacy as relates to US FERPA policy (see post by Diane Bauman https://moodle.org/mod/forum/discuss.php?d=274381#p1204943) - many thanks in advance!
