Grade calculations from multiple markers

      Description

      It would be wonderful to see assignments, forums, and other assessment modules able to average (and perhaps other means to calculate) assessments from multiple instructors for the same submission. Currently graded items support a single entry and do not support input from multiple instructors. Instead, the entry last entered by any instructor is the recorded value. Providing the option to average scores from multiple markers could be well utilized for assessments by committee and team-taught classes.

      There is an old plugin (https://docs.moodle.org/21/en/Multiple_Markers)
      which begins to address this feature option, but is limited to 2 markers.

      This feature would eventually tie into other module features/components as time or necessity determines:

      1) Activity completion (Student must receive a grade from 'x' number of markers to complete this activity).

      2) Grading workflow (Grader allocation - assign multiple)

      3) Group submissions

      4) Blind grading (ensure settings will be locked once any grade has been made in relation to this assignment)
