      Description

      This issue is about creating a model and interface for a user to add evidence. User evidences are stored using the persistent user_evidence. They may contain a title, description, one URL and files. Only one URL can be linked, others should be added to the description, this can be clarified in the help popup for the URL.

      At this stage the evidence will not be linked to a competency.
